Brief

 

The Scientific Council was established to supervise the scientific affairs of faculty members (Article 28 of the Higher Education Council system and universities and regulations).

 

The Scientific Council: (in accordance with article 29 of the System and Regulations of the Council of Higher Education and Universities) consists of:

 

Vice Rectorate of The University for Graduate Studies and Scientific Research - President.

One member of the faculty of each college or institute with at least an associate professor's degree and a decision is issued by the University Council on the basis of a nomination from the college Council or the Institute and the approval of the University Director.

A decision of the University Council may be joined by a number of other members involved in research and scientific issues, who are appointed by the University Council for two years, renewable once.

 

A number of committees also emerge from the Scientific Council as in the regulations:

 

The Standing Committee for the Promotion of Faculty Members.

The Standing Committee for Scientific Sabbatical And Scientific Communication.

The Standing Committee for the Recruitment of Faculty Members.

The Standing Committee for Studies and Development.

The Standing Committee for Scientific Publication.

The Standing Committee for Objections.

 

Tasks of the Secretariat of the Scientific Council:

Scientific Council:

 

Oversees the scientific affairs of faculty, research, studies and publishing.

 

The Scientific Council consists of:

 

- Vice Rectorate for Graduate Studies and Scientific Research (President)

- Secretary of the Scientific Council

- One faculty member for each college or institute with at least an associate professor degree, and a decision is issued by the University Council on the basis of the nomination of the College Council or the Institute and the approval of the University Director.

A decision of the University Council may be organized into the membership of the Council by a number of other members involved in research and scientific issues.

 

Scientific Council Meetings

 

The Scientific Council meets at the invitation of its President at least once a month, and the President may invite the Council to meet if needed, or if one third of the members apply to it, or at the request of the Rector, who may request that any matter he sees on the agenda be included and has the presidency of the Council if he attends and the meetings are valid only if at least two thirds of its members attend.

 

The nature of the council's work is eliminated in receiving the topics assigned to it by a system of university colleges or deans and other units inside and outside the university and then referred to the standing committees of the Council.

 

Tasks of the Scientific Council:

 

· Recommendation for the recruitment of faculty members at the university.

 

· Decision on the scientific promotions of faculty members at the university in accordance with the rules approved by the Council of Higher Education.

· Promoting scientific research, authorship, translation and publication.

. Establish rules to encourage scientific research rules.

• Proposal for the establishment of scientific research centres.

Coordination between scientific research centres and the development of a general plan for them.

Regulating the link with research centers outside the university.

• Identify, arbitrate and order the promotional and discretionary rewards of scientific works.

Publishing research, books and scientific dissertations that it's considered to be published.

Recommendation for the issuance of scientific journals.

Recommendation for the establishment and coordination of scientific associations and museums.

• Approve the textbooks and university dissertations that need to be reviewed.

• The Scientific Council also works with the issues and tasks contained in the consolidated regulations issued by the Council of Higher Education, which can be mentioned in deciding on the subjects of scientific Sabbatical, attending scientific courses and using part-time professors.

· Evaluation of scientific certificates submitted by Saudi faculty members.

· Consider what the University Council refers to the scientific council.

Standing Committee for Promotions

 

Tasks of the Standing Committee for Faculty Promotions of the Scientific Council:

 

  • Proposal of the procedures governing the work of the Commission.
  • Studying the applications submitted by faculty members for promotion and recommendation to the Scientific Council.
  • Preparing a list of candidate arbitrators.
  • Examining the reports of the arbitrators and recommending the Scientific Council.
  • Following up on the electronic procedures page and writing the Committee's recommendation (specific to the Chairman of the Committee).
  • Discussing the forms for the Work of the Committee and the adoption of its use after discussion.
  • Preparing the records for presentation to the Scientific Council.

     

    Standing Committee for Recruitment

    Tasks of the Standing Committee for Faculty Recruitments of the Scientific Council:

     
  • Proposal of the procedures governing the work of the Commission.
  • Recommendation for the recruitment of faculty members at the university.
  • Studying the applications submitted by lectures and citizens (not university staff) for recruitment to the degree of assistant professor.
  • Taking the necessary interviews for applicants and recommending the Scientific Council.
  • Evaluating the scientific certificates submitted by Saudi faculty members.
  • Recommending or renewing applications for the use or renewal of a part-time professor by the Scientific Council.
  • The recommendation of the Scientific Council on applications for resignation and early retirement.
  • To recommend to the Scientific Council requests for the transfer of faculty members.
  • Following up the electronic procedure page and write the Committee's recommendation.
  • Discussion of the forms and adoption of their use after discussion.
  • Discussing any proposals submitted to the Committee for the appointment or recruitment of faculty members.
  • Preparing the records for presentation to the Scientific Council.

     

    Standing Committee for Scientific Sabbatical Communication

    Tasks of the Standing Committee for Scientific Sabbatical and Communication of the Scientific Council:

     

    - Proposal of the work procedures of the Committee.

    - Studying the applications submitted by faculty members to apply for scientific Sabbatical and send the recommendation to the Scientific Council.

    - Approval of the scientific program after the completion of scientific Sabbatical leave for the faculty member.

    - Recommendation for approval or non-approval of (deferral, cancellation or severance) of scientific Sabbatical leave for faculty members.

    - Following up on the electronic procedures page and writing the Committee's recommendation (specific to the Chairman of the Committee).

    - Studying the applications submitted for scientific communication and send the recommendation to the Scientific Council.

    - Discussion of the forms for the committee work and the adoption of its use after discussion.

    - Preparing the records to the Scientific Council.

     

     

     

    Standing Committee for Scientific Sabbatical Communication

    Tasks of the Standing Committee for Scientific Sabbatical and Communication of the Scientific Council:

     

    - Proposal of the work procedures of the Committee.

    - Study the applications submitted by faculty members to apply for scientific Sabbatical and send the recommendation to the Scientific Council.

    - Approval of the scientific program after the completion of scientific Sabbatical leave for the faculty member.

    - Recommendation for approval or non-approval of (deferral, cancellation or severance) of scientific Sabbatical leave for faculty members.

    - Following up on the electronic procedures page and writing the Committee's recommendation (specific to the Chairman of the Committee).

    - Study the applications submitted for scientific communication and send the recommendation to the Scientific Council.

    - Discussion of the forms for the committee work and the adoption of its use after discussion.

    - Preparing the records to the Scientific Council.

     

    Standing Committee for Studies and Development

     

    Tasks of the Standing Committee for Studies and Development of the Scientific Council:

     

    - Proposing regulatory rules and operational mechanisms for the development of scientific publishing and research excellence at the university.

    - Recommendation for the issuance of scientific journals.

    - Recommendation for the establishment and coordination of scientific associations.

    - The development of the executive rules of the regulations of the Scientific Council from the regulations governing the affairs of Saudi university staff members faculty.

    - Proposing and studying programs and ways to develop the Scientific Council.

    - Study the applications for the reward of excellence for the faculty member.

    - Study the relevant topics referred by the Scientific Council or the Chairman of the Council to the Committee.

    - Preparing the records to the Scientific Council.

     

    Standing Committee for Scientific Publishing

    Tasks of the Standing Committee for Scientific Publishing:

     

    - Proposing regulatory rules and operational mechanisms for the development of scientific publishing and research excellence at the university.

    - The proposal for scientific publishing policy presented on behalf of Princess Noura Bint Abdul Rahman University is comprehensive: (textbooks - literature and references  - translated books - …...).

    - Arbitration of books submitted for the minimum scientific production for promotion, publication, translation and recommendation to the Scientific Council.

    - Studying requests for scientific publication from the Deanship of Scientific Research and determining the reward due for the approved production.

    - Studying what is referred to the committee from the university's deanship for postgraduate studies and scientific research.

     

    Standing Committee for Objections

    Tasks of the Standing Committee to consider objections to the decisions of the Scientific Council:

     

    - Study of complaints and requests received by the President of the University concerning promotions, recruitment, scientific sabbatical, scientific contact and scientific publishing.

    - Study all objections to the Council's decisions to the University's Deanship for Graduate Studies and Scientific Research.

    - Review the scientific production of members who have submitted objections.

    - Presentation of the results of the minutes of the study of objections to the Scientific Council and the write of visuals, and the recommendation of the President of the University.
